EQUAL EMPLOYMENT OPPORTUNITY (EEO) HANDBOOK

Issued 01/12/93; Effective 11/29/92

SECTION 1. PURPOSE.

This Order authorizes the issuance of the EEO Handbook for supervisors and managers in the National Oceanic and Atmospheric Administration (NOAA).

SECTION 2. SCOPE/STATUS/APPLICABILITY.

.01 The EEO Handbook will address EEO laws, regulations, practices, and policies that impact complaint processing responsibilities and affirmative employment activities.

.02 The EEO Handbook shall have the same force, effect, and authority as a NOAA Administrative Order (NAO).

.03 Policies and practices discussed in this Handbook will be in conformance with Federal laws, regulations, and guidance issued by the Equal Employment Opportunity Commission, the Office of Personnel Management, and the United States Department of Commerce.

.04 NOAA has the statutory responsibility for promoting and ensuring full compliance with all applicable EEO laws and regulations. This EEO Handbook has been developed to serve as a comprehensive reference and resource directory on Federal EEO and affirmative employment policies and practices within NOAA.

SECTION 3. RESPONSIBILITIES.

.0l The Civil Rights Division, Personnel and Civil Rights Office, Office of Administration, is responsible for issuing and updating the EEO Handbook to reflect applicable changes in the Federal EEO laws and regulations.

.02 The EEO Handbook will be reviewed annually and amended and revised as necessary.

SECTION 4. EFFECT ON OTHER ISSUANCES.

None.
